Shoe covers come in handy since wearing shoes is not permitted inside the main mausoleum, i.e., inside the white structure. You can wear shoes everywhere else in the Taj complex.

Entry fee for foreign tourists is INR 1100, which includes a water bottle, a map of Agra, a bus or golf cart service at the entry gate, and a pair of shoe covers (walking around the Taj Mahal with your shoes on is not allowed and shoe covers are provided to prevent the marble from getting deteriorated).

Eating and smoking is strictly prohibited inside Taj Mahal. Arms, ammunition, fire, smoking items, tobacco products, liquor, eatables (Toffees), head phones, knives, wire, mobile charger, electric goods (except camera), Tripods are also prohibited. Mobile phones are to be kept switched off or on silent mode.
